Late March to early April Washington celebrates the arrival of spring with a cherry blossom festival when, for two glorious weeks the 3,000 cherry trees gifted by Tokyo, burst into bloom around the Jefferson Memorial. Top temperatures in April and October average in the high 60s°F (18°C).
Mid summer can become stiflingly hot particularly at midday, average temperatures are in the 80s°F (29°C) with high humidity. During winter from December to February you can invariably expect snow with an average high temperature of 43°F (6°C).
